Cowbridge Road, Cardiff Regeneration Strategy

Cowbridge Road / Leckwith Road Regeneration Strategy, Cardiff is an £18m regeneration initiative delivered for Cardiff County Borough Council.

Located to the west of Cardiff, the project helped to revitalise a run-down area as part of a wider local authority initiative to improve local facilities and stimulate private sector investment, supporting the long-term regeneration and renewal of the surrounding community.

Lee Wakemans worked alongside Cardiff Council to help shape a clear vision and comprehensive regeneration strategy for Cowbridge Road in central Cardiff. The aim of the project was to address the area’s gradual decline and create a higher-quality, safer and more accessible environment for the local community, while supporting the long-term vitality and viability of this important district centre.

The commission involved reviewing options for the rationalisation and improvement of the area, preparing an overarching vision and developing a masterplan to guide future change. A key part of the process was extensive stakeholder engagement, including two public exhibitions, alongside close collaboration with the Council’s planning and regeneration teams.

The final regeneration strategy set out the actions required to bring the masterplan forward, including budget cost estimates, potential funding opportunities and a phasing programme, all aligned with the Council’s planning framework to support deliverability.

The project concluded with the successful securing of planning consent for Phase 1 of the masterplan proposals, enabling early improvements to be delivered and providing a foundation for further projects identified within the wider strategy.
